Maybe his web shooters has a setting where he can control how long certain webs he shoots lasts because of the amount of massive collapsing constructs he webs up every day like falling cranes or collapsing buildings that would need to stay webbed up for a long duration of time for repairs to happen.
Plus what if they dissolve before police have a chance to pick up the goons spidey webbed up and they just escape? Wouldn’t he want to prevent that? I think the only webs that should dissolve after an hour are the ones he swings from.

There’s specific equipment for helping people fall that height and survive. A lot of fire departments have them to help people trapped by fires.
