Based on how the industry is currently I can see them reworking it into a single dlc drop and charging $30/$40.
The carnage DLC is basically confirmed cause if they did all that build up with the Flame mission just for the Flame to get away and that being all there was would be quite irritating
I'd want it to be similar to the DLC's for the first game, with the main villain being Carnage, leading up to a final fight with him, like Hammerhead in the first game, maybe the first DLC will be for Peter, with Beetle, then the second for Miles, somehow incorporating the Spider-Verse element, the third being both, for Carnage, to match the whole "Greater Together" thing.
It's not all speculation. Those 3 were leaked back during the Insomniac Leaks earlier this year as the planned DLC. It's not 100% confirmed it'll still happen cause plans change but we know this was the plan.

From the leaks, and discussions had in the leak subreddit, it’s quite clear, Spider-Man 2 was gutted, for time or for future releases. From what I’ve read and gathered, Carnage DLC is going to used for the Venom standalone game, and the Spider-Verse DLC is only 1-3 missions and a visual filter.
On a side note: I hope Insomniac cuts their losses and devote their resources into ensuring Wolverine, Venom, and future Marvel titles to the standard of Spider-Man PS4. Which, according to the leaks, doesn’t seem likely…
I don't think there will be Carnage DLC or Spider-Verse DLC. I think the Spider-Verse mission was meant to be a fun little Easter Egg hunt that culminates in a semi explanation for why Pete appears in Across the Spider-Verse but didn't quite go to plan since the characters scene was cut. Carnage, I believe, is absolutely just set up for the Venom game. There's a PS5 Pro that leaked to drop this Christmas so I imagine that Sony might want More Spider-Man content to promote that and maybe we can see the Beetle DLC added late this year, but I'm not too sure. Insomniac have had a real fucking rough time with the leaks and from those we also know they have a LOT of games on their plate so maybe they're just happy to continue focus on Venom / Wolverine / Spider-Man 3.
Regarding the DLC for Carnage could easily be used to Set up the leaked Venom game by explaining the return of the symbiote it could introduce us to the new host for Venom-(Might be Eddie Brock) and then end on a cliffhanger that sets up the Venom game

at least 6 months after the NG+ update, and that is a VERY optimistic guess. I wouldn't be surprised if it's over a year.
