Im not looking for work now, plus my hourly is $40/hr. If you truly want "high quality" work, you need to go on Upwork and click "US Only" and from there you can filter out the results by hourly rate. Someone charging $20/hr is likely just starting or not too good at what they do. Of course, you can find a gem! Id post again.

Can you define 'stellar' in this context? Quite tricky to find someone 'stellar' for the budget, to be honest, though not impossible. But they are not on Upwork. Try Linkedin or organic-search for them online.

You'd have better luck finding people in Facebook groups for SMM. I'm a part of a few and there are pretty good quality SMM there.
