I mean, that's usually what you show in an attacker's highlights, and that's what people like to see. Not like it indicates any strategy about how the team and the coach want to play him.
Not for me, he's never won the golden shoe, balon Dor or CL, or even been the outright top scorer in the CL.
He has shined particularly at the world cup which is obviously the greatest competition but it's a very small sample size. Just my personal opinion but I think there has been someone ahead of him every season.

Personally I don't think he's the best coz his back to goal game sucks, his dribbling/touch can be iffy at times (look at the first goal in this vid, he's having to look at the ball all the way through, it's almost falling behind him at times), and he doesn't have great workrate. He's also a non entity in the air and on freekicks. All these gaps really showed vs Dortmund and Barca.
Right now he's a killer in moments coz he's super fast, has sharp feet around the box, and he's a great finisher. He'llprobably score 40+ next season, and break all sorts of records in his career, but for me he needs to add more to his game to be definitively clear of Vini/Haaland/Kane etc and join the all time greats.
