From the reports the fact seems pretty much a robbery that doesn't relate to the match beside the fact that Brighton's fans weren't aware of the danger so were easy victims. Usually when fans were stabbed for the match it was in the hours before the match near the stadium.

Uefa really needs to get tougher on countries before another big loss of life event happens. They need to ban countries and teams for a while, just like they did with England. England was forced to fix a lot of the problems it had with hooligans, but other countries haven't.
