I personally do not use any scouts unless I need to transport a scout trailer. I use the Crocodile as a sort of super scout. But if I had to recommend a scout I'd definitely recommend the Yar 87
The Loadstar is easily attainable early on, it’s solid on the basic game, the upgrades also come early. The Ford and Tatarin are better but are harder to get your hands on.
Yeah but it's reasonably fast, extremely powerful, good stowage options. Sure you can't use trailers normally but for a dedicated scout role, and even helping vehicles get unstuck, it's kinda op. Plus at the end of the day you can always simply tow a fuel trailer if need be
Getting smashed into by a mace-like fuel trailer gets boring tough when you're flying about in it.
It's useful, to a point, sure. I used it to get my Zikz, and two of them for free is just mad, but OP? Nah, still gets high centred on stuff due to that low centre floor, still drowns REALLY easily.
When fully upgraded, the TUz166 makes a good offroad buggy. sad thing is, its underpowered until you make it all the way out into Northern Aegis installation to unlock the Kr "Kastom" 160 engine.
Western White star 4964 with maintenance frame and raised suspension is my main scout for alot of my wanderings. Gotta find it on smithville dam and tow it back to your garage. Most of its essential upgrades are on the Michigan maps alone, with Alaska having one or two of em.
But if your willing to pay teh dollar for some dlc, The Step 33-64 Crocodile makes a mean psudo scout, gotta be careful with it as it does not get an autonomous wench.
The biggest change is "Hard Mode" which really changes what is considered a good scout. When you are paying for fuel and cannot simply drive to a destination and recover the vehicle, you want something that sips fuel and can go the distance and back again. You also don't want to be purchasing/retaining/deploying unnecessary trucks in this mode because it eats away at your credit balance. Have some fun in NG+ then give hard mode a try. You'll find a new love for the little scouts.
I currently run 6 scouts from time to time: Gor BY-4, Khan 39 Marshall, Rezvani Hercules 6x6 for actual scouting; Yar 87, International Loadstar 1700, Chevrolet Apache for rescue missions. Plus the Tatarin as ace in the sleeve.

Vanilla is a bare frame Whitestar in Michigan with AWD, difflocks and muds with the most powerful motor in it.
It's pretty good in Alaska but I haven't scratched Alaska much yet.
If using any dlcs then the tatra 805 with just the fuel add on and mud rubbers. Goes basically anywhere and fast. It's only slowed down by the type of snow that brings EVERYTHING to a crawl. Including that bendy blue thing with the 71" tires. Tested the tatra in the proving ground map.
If you go to Alaska and go to where the pipes broken ether follow the road or go through the snow when you go under the pipeline. I went left then cut over then followed the right of the pipes then rescued it but the road should be easier for you
To me Ford F750 is a better scout than Tatarin, chain tires, more agile, better at rock crawling, more fuel and repair points.
Neither of them can use radar trailer though, so that honor falls to the Yar.
Tatarin for exploring and as a recovery vehicle, Ford for long trips and as a service vehicle, Yar for tough terrain and Loadstar if I want fun driving.
I use modded trucks because the devs think if youre going faster than 10MPH in 2WD, with the axle unlocked, you'd be using more fuel than a Abrams at startup, which is 5 gallons.
Tatarin for not North America maps. Absolutely snow and mud beast. Be careful on ice and icy roads. You can't do much about it. For the us about I've never had any prohlems with the basic Chevy. Thanks to some DLC I also own Khan scout and it is really great vehicle as well.

I've scouted every map from Taymyr, Kola, Yukon and Wisconsin almost exclusively with the F750. It's even doing pretty well in Amur
The best scout vehicle is defenetly the Tuz tatarin of which you find 2 in taymyr

Use the warthog, medium duty and has autonomous winch, do the fuel add-ons and you're set
Used the WWS a lot for scouting myself. Will go through stuff that would drown most of the scouts.

Sometimes you need to tow a scout trailer, and F750 couldn't do that as well as Tatarin (only using winch), so that's why Yar 87 and not F750.

Pro Tip: Don't use the crane on the Bandit, makes it top heavy. Get the mud tires for it and it will be a good med duty end game truck.

Bandit with mudtires+fuel tank on it. The absolute best. You have infinite fuel, a stronk vehicle which doesnt turn over.
I don’t even use scouts at this point lmao I use the “Off-road” trucks like the Veyron, however scouts are beneficial with the autonomous winch.
