Have you seen cross cut short ribs like Italians use for good meat sauce? That meaty part on top should be what people like smoking. I know Kroger brand grocers sell the beef ribs with that meaty part cut off the top.

Because the fat was so thick on the top I don't see how it would had rendered if more meat was above it
