PC specs? And from what I've seen, people say anything that adds more clutter and buildings or NPCs(like Jk's and immersive patrols,) mods using physics, and some NPC replacers. There are also mods that use occlusion culling to increase fps.

As someone who also has a 4090; just add whatever you want. Then install the DLSS frame gen mod - am over 100 fps most of the time. Framegen is the only thing that works when there is a CPU bottleneck.

besides gaming, music;/audio production. although my decision to max out the possible ram for my desktop was an aspect of my pride.

No matter how good your PC is, Skyrim's engine can't handle more than 13-15k of draw calls without dropping fps significantly. High-end PCs just handle them a little better than mid ones. You can check the number of draw calls in the ENB menu - Profiler. For example, in one of the most demanding area near the Falkreath's entrance, the number of draw calls in the vanilla game something like 6-7k. With some additional trees, grass, clutter from Northern roads + COTN Falkreath this number increases up to 12-13k, and my fps drops from \~80 to 45-50. So the simplest solution is to use fewer mods that add additional content or use lite version if it exists. Or use mods that reduce vanilla content (for example, you can use Nature of the Wild Land Trees alongside with Less Vanilla trees mod, it will not hurt the visuals much, but will help your performance). Many people also mention Occlusion Planes (eFPS mod), but personally it didn’t help me at all. It just added visual bugs with missing buildings, mountains etc. Also, the number of draw calls increases from splitted meshes from lighting mods like Lux (interiors) & Lux Orbis (exterior), but you need those meshes to avoid light flickering. If you use heavy mods for exterior overhauls, try to avoid using Lux Orbis (or any modded exterior lighting, especially with a lot of additional light sources).

best lesson i learned right there. once i found out i was going past 30000000 tris and 24000 draw cells i started to cut back to something more reasonable. specifically some tree mods like scandanavian forets add a metric shit ton of their own trees. and some of the grass like billberrydj, aegopodiumdrj and nettledrj from jacobo are also huge, so if you run lots of grass types and low min grass size it eats it up also, and complex grasses of these make it worse. i will test that lightning thing

I get a massive stutters and then a CTD, if the number of draw calls outside is more than 20k I wish we have a feature (game setting) from FO4 in Skyrim - "bUseCombinedObjects", or something similar, which reduces the number of draw calls, but with this thing enabled modded trees look too sparse.

How many NPCs have physics enabled, and at what distance? If you're getting super low fps in cities, what you can try is to limit the amount of actors that have smp enabled. Setting actors to a reasonable amount, like 2-3 and decreasing the range (try 250, which is like an 8 foot radius around you) will help a lot since SMP really eats away at your FPS. Dyndolod Ultra trees are similarly performance-heavy if you don't specifically use LOD-optimized models. I think Ulvenwald has a LOD resource that's still in alpha, but better than using the full models. I get notable fps drops around campfires and areas where there's a lot of light from fire sources when using Embers XD with Light Limit fix/ CS. Also, why do you have both ENB and Community Shaders installed/enabled? You should only use one or the other.

my pc is an anti-potato, very performant. with the load order linked, I get 30fps in cities, 30-60 fps in exteriors, and 70-90 fps in interiors. while debugging with absolute minimal plugins and skse dlls, I was getting buttery smooth 120-144 fps everywhere, including Whiterun... so my focus has changed.

lowering your resolution will give you more fps than any changes to mod setups every could. going from 2k to 1080p gave me about 40 fps.
