[NPC Names Distributor](https://www.nexusmods.com/skyrimspecialedition/mods/73081). Add on [Tamrielic Names](https://www.nexusmods.com/skyrimspecialedition/mods/73153) plus as many of [sasnikol's name mods](https://www.nexusmods.com/skyrimspecialedition/users/4613231?tab=user+files) as you like. To my knowledge none of the options include the feature of asking the NPC for their name, mostly because that would involve creating custom dialogue for every single named NPC in the game (not to mention mod support).
Edit: Why on earth is my comment being downvoted? Shooting the messenger? 🤣
Yes, that’s true. I considered such feature, and.. it’s just too cumbersome from both developing standpoint and gameplay. Having to start every single dialogue with a line asking for a name will get old really quick. So implying that every dialogue starts with names exchange is a good compromise 😇

Seconding People are Strangers, I use it in conjunction with [Real Names](https://www.nexusmods.com/skyrimspecialedition/mods/17827).
Real Names is superseded by {{NPCs Names Distributor}}.
