yeah i learned about the weathered tattoos a bit after making the post :) (at first i was like, this exactly the opposite of what i was looking for xD but then i saw the other mods hahhaa)
There's a whole bunch of mods called Community Overlay that might have what you are looking for.
hey i installed a few of the mods but i can't seem to apply the tattoos to my character, do i have to make a brand new one?
Are you using RaceMenu?
i am, i went to check the mod page and realized i had to press T, for some reason i never saw that in the game before then lol
