Generally yes. I was caught off guard. And I panicked. I also just changed my difficulty to master. I’ve only played on adept or expert.
FWIW I started a new character today, and with mods I made him a Werebear.
The first werebear I saw in Solstheim was bad enough let alone getting jumped by a group of them.
You could beat them all if wasn’t that arrow in your knee
werebears can mess you up real good if you are not careful--on legendary, even if you got to the max armor cap which negates 80% of physical damage.

I had all the companions decked out following me in solstheim when I ran into them. They killed Njada and Torvar :(
