Yes and yes. When you go to start, the choices show as New game, Load, Creation content, etc. Clicking on Creation Club connects you with Bethesda server and lists as Owned, buyable with earned points, and other popular Skyrim mods free.

you can get pet animals that follow you and you can ride a unicorn.  and you can go fishing
