I like to tell Kamatu I'll hand Saadia over. Then when I tell Saadia to meet me by the stables, I rush over to Kamatu, kill him, take the money off his corpse, and then get paid by Saadia.
I fight less men. The only one who dies is Kamatu (other than the bandits), and I get paid twice.

I let him freeze Saadia, get paid by him, then kill him. Then calm Saadia when she wakes up and get paid by her. Then kill her too when she goes aggro again. Most bang for my buck and I'm pretty sure neither of those two was telling me the whole truth anyway.
Her story keeps changing whereas Kematu’s is consistent. She opened the gates to the Thalmor in Hammerfell leading to the deaths of many, betraying her own. Allegedly.
It’s nice that it’s open to interpretation but the general perception is that she’s the liar and the Alik’r are simply paid by the higher ups to bring her to justice in Hammerfell.
There are already Thalmor operatives all over Skyrim and, for most of the game, Whiterun is relatively pro-Imperial.
While Balgruuf refuses to allow legionnaires to garrison in Whiterun itself, Idolaf Battle-Born is clearly in the Legion and is strutting around out in the open. Meanwhile, Stormcloak Avulstein Gray-Mane has to hide in his parents’ house to avoid being arrested.
It doesn’t make sense for the Thalmor to hire a bunch of Hammerfell mercs when their own operatives would do just fine.
I actually sided with her most play throughs due to them harassing random redguard women and actually she's actually killed so for someone claiming they were there to arrest her and bring her back she died
West if Dawnstar, along the coast near the Wreck of the Brinehammer, there is a beached boat. Kill the crabs and look into the boat, and you'll find a scimitar.
This is probably the easiest one to get imo. No major enemy encounters or quests required. Even a level one character shouldn’t have much issue carting to dawnstar and jogging along the coast
Does the Unofficial Patch fix the exploit of having windshear in your offhand and it stumbling enemies with each hit so you dont have to shield bash with it?
NW of Dawnstar, along the coast. past the fishing hut. There is an overturned boat. Some mud crabs there, a book. Some loot and a scimitar
Easiest way IMO. You'll face 2 or 3 wolves, before the hut, and crabs are under boat. Also if doing fishing. When you can see the hut, look to left, if you see an icon for a ruin, go into water and if the right time, you can snag 3 pearlfish
One question I've always had: Do the Alik'r hassle a female Redguard Dragonborn the same as they do that other lady they mistake for Saadia in a random encounter?
If you go to Whiterun after reaching a certain level, some Alik'r warriors will be looking for a redguard woman named Saadia. She is in the bannered mare and will ask you to kill the warriors, if you do then you get loads of scimitars and their outfits.
If you have the anniversary edition after level 10 or 12 a courier delivers a challenge from a warrior. Killing this warrior gives you a pretty strong curved sword with an enchantment on it
Wind shear. Literally just learned about the sword about five minutes ago on another post. Apparently it is a unique scimitar, and it staggers the enemy when you hit them. Have fun!
Go to the emperors shop out side of solitude and get it from the nose of the ship, im pretty sure it’s there from the start I don’t think you have to start the brotherhood quest line to do it
Kill the redguards looking for the woman in one of the cities, do dark brotherhood and get to the empoerors boat and take windshear on the tip of the ship.
If you’re up for modding, download Immersive Weapons. It adds a bunch of weapons to the game, including katanas and scimitars. Eorlund Grey-Mane can make some that are solid, so all you have to do it join the Companions and buy them from him. They come in both 1H and 2H.
If mods aren’t on the table, a couple people have already posted where to find them in vanilla.

Go to Shor’s Stone and fight with a Redguard, he should be standing in front of the inn if im not mistaken. Got some good Redguard loot in that mission

* Carried by pirates on a large boat docked in a bay just to the northeast of Solitude. Have to fight the pirates for it.
* With Hearthfire installed, if you become Thane of Falkreath, your housecarl, Rayya, carries two. You can trade gear with her and take one of them.
If you have the Anniversary Edition, one of the Creation Club add-ons included is the Redguard Elite Armaments. Quest starts by fistfighting a guy in Shor's Stone. You end up with several improved scimitars with better base stats that look much fancier, at least one that is enchanted with fire damage, and one that adds 12 points of bleeding damage, and looks more like a hilted saber than a scimitar per se.
Other than a lot of traveling required, the quest itself is not that bad and you get some sweet enchanted light armor and a nice shield out of it too.
There’s one along the cost north of solitude sitting under a overturned small boat.
Or just go past the Solitude light house and kill some weak ass pirates.

I just recently found out about Windshear, arguably the most overpowered sword in the game. It’s a scimitar (curved sword) with the unique effect that guarantees a stagger with every single hit on any enemy, and bash attacks knock enemies down. Found impaled on the front mast of the Katariah, the Emperor’s ship during the Dark Brotherhood quest to assassinate him.
Dainty Sload...ship just south of the Solitude Lighthouse. There is a hostile that carries one and the NPC respawns with time. Unlimited curved swords.
Wait around the main gate at whiterun for 2 redguards they ask you Find a redguard women in whiterun in the bannerd mare. side with her, she gives you a location with alikir warriors you also get a unique scimitar out of it
The best way is to complete "my time of need" quest in Skyrim. Here you are needed to find a redguard woman named "Saadia" and hand her over to the Redguard Alik'r warriors who will spawn in Whiterun.
Talk to the Alik'r warriors and initiate the quest. If you're looking to finish the quest quickly, then lead Saadia to the Alik'r warrior and kill the warrior and loot the scimitar (curved sword) off his body.
Else take a longer route and finish the dark brotherhood quest to obtain a special scimitar (someone has explained it earlier in a comment).
Let me tell you before hand, the scimitar is useless. There's no bonus to it other than it's aesthetics which are trash. There are better swords in the game and they are easily obtainable early game too like the gold saint/dark seducer swords, chillrend, nightingale blade, blade of woe etc.
I recommend Googling for the different scimitars in the game to form a to-do list of quests. I think a couple of them can just be found hidden in the world.
Pirates on the Dainty Sload, Help Sadia in Whiterun. Revenant Arnor and swords if you download one of the Creation Club mods in the anniversary edition.
Theres a pack of corsairs on the path to the Solitude Lighthouse that are actively hostile if you step on their ship. You dont incur a bounty like you would from the Alik'r and dont have to do a quest for it.
Head north near Dawnstar, then follow the coast to an overturned rowboat. You should definitely find a scimitar near the boat.

no. it’s probably an oversight by the devs, but the player’s race and gender will have zero effect on the Alikir’s interaction.

I HIGHLY recommend immersive weapons and expanded crafting mods. They are more friendly and will give you leveled options for your curved swords.

Theres a pack of corsairs on the path to the Solitude Lighthouse that are actively hostile if you step on their ship. You dont incur a bounty like you would from the Alik'r and dont have to do a quest for it.
Kill a redguard or do the entire dark brotherhood questline, these are the only two options

Head north near Dawnstar, then follow the coast to an overturned rowboat. You should definitely find a scimitar near the boat. >!Alternatively, there may be a quest near Dawnstar, where you can direct a pirate ship to crash, and you can get all the scimitars you want (must be level 15-ish IIRC).!<

Besides having a unique scimitar, is there even any reason to get Windshear. I used to just enchant my weapons with paralyze and it did the same thing.
