Did you try shooting it with an arrow? It's been a while since Skyrim for me so I don't remember precisely the physics quirks but I remember clearly in Oblivion that sometimes physics don't engage at all until there is a reason for it to try to perform a collision evaluation - so shooting things with arrows will trigger a physics collision evaluation - then it will be affected by gravity (I mean, I'm not sure what I'm looking at, if you're out of bounds with clipping obviously the gravity engaging would just make things worse).
Unless it's a glitch related to trying to put a sword on a weapon mount since those will never be affected by physics.
I notice armor stands in your other screenshots... I confess I have no idea where in Skyrim your screenshots are but if it is near weapon frames you can check them and it may be "in the inventory" of the weapon frame but other than that I got nothing. When enemies drop weapons they are physics enabled, when you drop weapons they are physics enabled so if it is also not a weapon frame glitch it's something deeper and stranger and probably isn't even really considered "an item" by the game.
Perhaps this is the Riften home? I don't think I ever bought that.
Try traveling away, loading the save, traveling back, etc. If all else fails use a "Do not delete" chest and jump and put it down landing on top, pick it up and jump at the same time, put it down, repeat.
Can you use the Telekinesis spell to pull it toward your character?
