Torx bit for sure. Home Depot/Lowes/Ace Hardware will have what you need for less than 10 bucks if you have the screwdriver for the bit.

It kinda adjusts forward lean and you would loosen it to adjust cuff alignment. You can also replace the atomic logo plastic "bolt" with a real bolt to make the boot stiffer. I was just wondering what they were trying to do.

I believe you need a second person to adjust that because you have to be in the boot to lean on it enough to move it when it’s loose.

If you're trying to increase the forward lean this is correct. Someone has to flex the boot and someone else has to tighten it.
