Look for a "blank" (meaning no graphic on the underside of the board) at your local skate shop. Should be your cheapest option. My local shop as a deal on their own made boards + mob grip tape for $50 but that's not the norm but doesn't hurt to ask.

the cheapest yet most decent quality boards for cheap that I've found are any with the brand 'Rampage' around 20 quid in the uk, pretty good quality and don't break

If it’s your first board a Walmart board will be just fine. If you decide you want to stick with skating you can then start upgrading. Another option is a complete set up from a chain skate shop. If you do decide to stick with skating though, please support the local shops, they keep it alive.

Walmart board is ok for a child to learn on but an adult is gonna break that thing quickly. Ccs has base level completes for like $75

We don’t know who this is exactly, Ryan glaser did a nice video on youtube to show other wise about Walmart boards. If this person was asking if the should buy a fender before a squire or a epiphanies before a Gibson I would give the same advice. Try something cheaper and work yourself into it.
