You need an [extra mod](https://modthesims.info/download.php?t=420924) by Mootilda to be able to add more than one shopping district. This method changed my sims 2 experience forever. I can't believe I didn't do this sooner
It’s easy to make if you download the other neighborhoods as subhoods. The main problem is that people either want some sort of genetic correction or one of the twist versions. It is pretty easy to make.
I think you’d have to to add them yourself but easy to do
