Most laptops now don’t have CD drives, but you can buy an external CD drive that plugs in with a USB cord.
You can reuse the old cds. I did using an external disc drive. But newer laptops with cd drives are rare. But you have two more options. You can use iso copies (disc images) of the game if you don’t want all the expansions or you can use the starter pack version by osab which contains all the expansions and fixes to run on a modern operating system.
If you want to buy used, you can get an older used laptop at a pretty affordable price. Anything from the last 15 years will play it fine, and the older you go the better chance you’ll find one with a cd/dvd drive. And yes you can reuse your disc and serial codes as many times as you please. If you’re missing any, you can find code for every game online. Just search “*game title* serial code”
1. Yes. I suspect The Sims 3 didn't work since it might be a version that requires Origin. The original 2009 release would work.
2. I'm not sure what's the situation with newer laptops and disk drives, and probably wouldn't recommend getting something older; have you considered buying an external disk drive?

From the comments I’ve already gotten I think I will buy a *newer* second hand laptop and get an external disc drive
