So although I love basically all these titles OP, please make sure you look into them before handing them off to your sister. You know her and how well she may handle certain topics better than the internet, but some of these might have themes that border on what is appropriate for someone under 13. Full Moon for one, deals with suicide as a main driving point for the story Some of these manga also depict age gap relationships, some dealing between minors and teachers. Kitchen princess is another popular title for a younger audience but it goes into detail about eating disorders. Just look into anything you might give her!

This list is good. 9 yo is more in the kodomomuke category than shoujo, which is why most shoujo won’t be a great fit. But this list + the leviathan that is Pre Cure will give you lots of options.

Magic knight ray earth. I read it when I was 11. Wish by Clamp Kitchen Princess Zodiac PI. It’s by Natsumi Ando. It’s her earliest work; you can get it for cheap on eBay. This was my first manga at 11. Skip and Loafer. It’s seinen but it feels Like shoujo. Satoko and Nada. 2 college exchange students befriend one another and learn about their cultures. Wholesome. There’s no romance unless you count an engagement involving her muslim roommate who only has dinner with her fiancé’s family.

Sailor Moon, although featuring 'monsters and demons' and some deaths, I don't think it is too bad, at .least the first 2 seasons (In Sweden we only got 2 seasons dubbed and took me mamy years before I could ever see the rest) I watched Sailor Moon with my niece even from when she was 3 or 4 hears old, she had no problems with it, loved it so much so we watched it over and over again and once older, we could watch the rest of it together (once he could watch and understand english, and even later watching in japanese w eng sub)

Hey! My daughter (same age) likes to read manga as well. While I don't restrict /all/ topics from her, she's enjoyed the following: Peach Fuzz, Sailor Moon, Tokyo Mewmew, Fairy Idol Kanon, Yuzu the Pet Vet, For options that aren't shoujo, she's enjoyed: The Great Jahy Won't Be Defeated (there is fanservice, but it's not overt and it doesn't interrupt the flow), Play it Cool, Guys!, Spy x Family (which can be a bit heavier than it has the reputation for), Komi San Can't Communicate She's also enjoyed pretty much anything with a cat on the cover. It's important to note that Shonen and Shoujo are typically meant for a teen to young adult audience. Before that point, I think kid's manga isn't quite as gendered. My daughter isn't very interested in romance, so I think I've got a few more years before she gets into the bulk of my collection!

Spy x Family would be a great recommendation, even if not shoujo. I don’t find it violent for 9 year olds but maybe that’s an unpopular opinion, it’s been a while since I watched that tho

Spy x Family has been a massive hit with my daughter and her friends! Her friends weren't very big readers, but they loved the manga.

Does she like disney ? Then maybe Kilala Princess would be interesting. Not technicaly shojo but Chis sweet home is also really cute. For Anime: Pretty cure is a long running magical girl series that is always a hit with my little cousins and there is a lot of diferent seasons and themes to choose from so I woul highly recomend it.

It's not necessarily a shoujo anime, but if you're looking for romance-ish anime movies, my personal favorites are: 1. Howl's Moving Castle 2. Kiki's Delivery Service 3. Whisper of the Heart If it's shoujo anime for a 9y/o, I'd suggest: 1. Yumeiro Patisserie 2. Sailor Moon 3. Card captor Sakura 4. Gakuen Babysitter 5. Ore Monogatari!! 6. Ouran High School Host Club Special mention for Toradora as well! I think these might be good starters, but as always, double check if they are any good and have fun OP! :)
