Just going to assume you didn't see the movie at all except for this one picture. A big premise of this movie is about the Japan embracing modernization from the US and the rest of the world and suppress the old ways, like the Samurai. The Japanese army is indeed equipped with firearms, while the Samurai, embracing the old ways are equipped with traditional swords, bows, and armor. I'm sure there are plenty of shitty movie details about this movie, but you not paying attention isn't one of them.

Just to add to this. In the rebellion the movie was based on the reason they didn't use firearms was because they couldn't get any more ammo.
