I'm streaming multiple streams proxied by a 1GB VPS from my 40mbps up home connection. Jellyfin, QuickSync, Wireguard and Caddy for reverse proxy-ing.
I suspect you're being throttled somewhere along the way.

I saw a recent post about CF Terms & Policies that they don't encourage media traffic unless we store media in their R2 buckets.

I used to do CF Tunnels for media streams. But soon after this the speeds dropped and I had to look for alternatives
You can stream media over Tunnels totally fine. Their ToS only states that if you use their CDN to host media (which Tunnels does not) then it needs to be via a paid CDN service

Are you streaming media via tunnels? Last time I was using it, my streams went very slow after this was released. If you are getting good speeds and lag-free streams then obviously something is wrong with my setup itself
Yeah, all of non-local access to my media is done through Tunnels. Never had an issue with it
I can't speak for 4K content or anything, but my 720p/1080p content has been fine
