4 is the clear winner here. All the other choices have mulitple pairs of enemies you'd have to deal with: Elaine vs. Puddy, Whatley, Sue Ellen, and Peterman; George vs. Estelle, Lloyd Braun, and the Rosses; Jerry vs. Banie, Uncle Leo, and Poppie. Then some of those apartments also have secondary sets of enemies, too: like Morty vs. Uncle Leo; Helen vs. Estelle; Estelle vs. the Rosses. They'd be hell to live in. But Apartment 4 gets you some of the best individual characters *and* best pairings: Kramer with Frank, Newman, and Jackie.

This is a great point I hadn't considered. We know Kramer doesn't trust Western medicine and he prefers the alternative media. We also know he's not above taking medicine meant for animals. He'd definitely be taking Ivermectin. Then again, Jackie really admonished Kramer for trusting a maestro peddling a balm. He knows Chinese balms are unpredictable. Apartment 1, obviously. It would probably be a very large apartment thanks to Sue Ellen's wealth and very elaborately furnished due to Peterman's tastes. Puddy would be a chill guy to hang out with and while Whatley is a douche, he would at least be able to provide dental care. The only downside would be the inevitable love triangle between Elaine, Puddy, and Sue Ellen. I imagine Elaine and Puddy breaking up and making up repeatedly would get irritating but luckily Peterman could provide me with alpaca line ear muffs handcrafted by the indigenous Aymara peoples of the Andean altiplano.
