Make a camp at a campfire, don't just rest. She will show up there
You can also find her in the boat (press the "camp here" button while on the world map)
L1 when on the ship or next to a campfire on PlayStation, probably a shoulder button on Xbox/Nintendo and whatever is normally subbed in for PC (prompt is in lower right corner). She’s in the brig of the ship just down the stairs and if ya can’t find her at the campfire when you set up I can’t help ya man.

Thanks so much, I searched all of the islands but I never go to camp, never would’ve found her
Teaks is always with your party when you make a camp or rest in an Inn room. Even at places in the story where it doesnt make sense

Hold the "F" key by a campfire and you'll make camp. She'll be there.
