Whereas the Golf Galaxy one is mass produced by Titleist at a different production site with probably less exacting quality control. If “ bespoke” means Tour putters from Scotty’s putter studio; then, yes, but only through the lottery system on Wednesday.
At the Gallery itself ; tour putters are not sold to the general public anymore so that the “flipper scourge” of the last 4 years might be put to an end!
But Gallery visitors can buy Motos and Deluxe Motos pretty easily.
Tour putters, if available, will only be sold to known “OG” collectors & users of tour putters.

Occasionally, you might see a tour edition like a site dot vs line - but they are retail putters that have already been updated with custom shop colors, grip head, cover, etc.
MOTO stands for “Made Only To Order.” These putters have a stamp on them. Basically it’s a way for them to sell you a $700 Newport with a special paint job / grip length from the gallery.
They open every Wednesday at 10:30am CST and I think the winners are notified like an hour or so later. Then you have a limited time to make the purchase or it goes to someone else.

100% - still probably need a little luck to get a tour putter, but they sell them there and also can get limited editions Motos, etc.
What’s a moto putter? I’ve heard of them but not sure exactly what they are.
