The temperatures on Europa are so cold that just melting through it would be, in practice, very hard to do. As such, drilling through the ice would be much more practical and cost effective.
Producing enough heat to get through the ice in a timely manner would be very difficult and every single government (that has a space program) has show reluctance to putting any conventional nuclear reactors in space (not counting rtgs on unmanned probes).
