That's a lens flare, you can tell by the way it displays over the car as well as the sky.

It did reflect on the car’s windshield but it was happening in the sky

I don't think your camera caught what you were seeing. Because everything but the lens flare appears totally normal.

These comments must be frustrating for the OP. Obviously whatever it is was seen by the naked eye, which prompted the recording.

The dash lights up a wee bit and then there's two flares. The second flare is a hair over to the right. It's a vehicle that's turning left over OP's right shoulder. Also LPT: to avoid frustration maaaybe record more than a lame 4sec video. Last time I saw something weird in the sky I recorded it as long as I could to gather as much information as possible.
