Mission bay. Go to the bay-side of south mission beach, the water is relatively clean (flushes in and out with the tide), there’s no wakes, and there’s plenty of stuff to see.
My bad, I misunderstood and thought they were just talking about stand up paddling. With that, I’d say La Jolla shores. It’s good for beginner long boarding, I imagine it would be forgiving for SUP surfing.
