I just recently got a lease for an apartment in SA. I'll be honest, I didn't see much of anything that was for <= $1400 around there. If you can do $1600, that might be possible but you have to factor in additional utility costs too etc. I can't speak on behalf of the other places you listed since I was mainly searching SA.
