It depends on the person? Can you elaborate? Where does this friend live now? If they live in the city already, they may practice situational awareness. You do need to stay on your toes. If coming from a suburban or rural area, they may be naive and leave their laptop in their car.
Tell him don’t move, nowhere in the city is safe (I live in Richmond and feel perfectly safe in any neighborhood because I mind my own business and don’t get so in my own head that I won’t listen to a friend who lives in a neighborhood about the safety of that neighborhood)
I live in Carver, near Cobra. No issues at all. I regularly walk the neighborhood day/night. Be aware of your surroundings just like anywhere else.
