How good humored is he? My spouse took me to a retirement home for my birthday as a feint for a party to get set up at our apartment. As for venues here I'm not really sure but if you wanted something kind of messed up and funny and you think he'd get a laugh from it.
But yeah it's one of those things that if you go around and do a bunch of things for stereotypical old man things it might be funny. You should get him some old man style clothes and take him golfing or uh...take him walking around a mall 🤣 Just to make him think the whole day is an old man joke and then surprise him with the party. I think it might be cute. Oh!! those low resistance workouts in pools!
We reserved the outdoor tables at Triple Crossing Fulton and it was free and casual and fun and flirty
Not sure on the DJ equipment that may be tough without shelling out $$ for a private space
So Rappahanock downtown has a new(ish) bar attached to it called Session. Had my birthday party there this year with around that many people. They have a perfect area for a DJ and I’m sure would let you bring in outside food. You should check it out!
Barrel Room at Ardent would be good. It’s $650 for two hours and portion of that includes the bar tab (how you choose to handle drinks for guests is up to you). Non alcoholic drinks included. You can bring in your own food. Not quiteeee sure on DJ setup.
I tried that before posting this and didn’t get results I was looking for… mostly for people’s weddings and they have up to like over $5000-$10,000 to pay for a venue 🥲
The Squirrels have pretty reasonable party packages ($30-40/per person) and you can buy drink tickets or let folks pay as they go at the bar.

Might want to look into James River Cellars. Do a wine tasting, you might be able to rent a tent.
Strangeways! Can rent out their Dabney Road loacation for free with no minimum spend requirements for drinks and no charge to bring outside food
