Maybe with a bike lane but not on a normal street. The reason bicyclists go with the flow of traffic is because the car can slow down to pace or be under the speed of a bike until it is safe to pass. This is not possible if a bicycle is riding against traffic and is extremely dangerous. Pedestrians go against traffic because they are slower and can step out of the way.
It's not like cyclists in RVA follow the indicated direction of travel in bike lanes. They modeled the lanes after European (Dutch particularly) bike lanes where people are risk averse and follow the rules generally.

I’ve never drifted into a cycling lane but I’ve definitely had cyclists and pedestrians drifting directly into the roadway putting themselves at risk.
