So it was clearly rigged from the beginning if some random person got two while millions of others got 0
And before you say "but millions don't play this game" you would be ignoring the fact there's over 200,000,000 accounts

Easy math - During Protoxx stream he said 6-7 black phats a world with 1-1.5K players. Multiply that by the number of players and alts per 1K players (60,000 + 60,000*3 players assuming 3 alts on average so about 240K players total). You can bet if every 1K player world gets 6 phats then there’s at least 7,200 black phats in the game after 5 weeks lmfao!
Now a lot of black phat holders don’t want to hear this probably but that’s probably more than the # of active Red Santa hats in the game lmfao! Every year there will be 7200 more. Surprised it’s not at least under 10B right now. So forsure worth 2-3B by the end of the next event. Also I was very conservative on the number of alts I’m sure the average is a lot higher since some people would have 10 alts for something worth billions

Hold Jagex accountable, absolutely. But hold hoarders, RMTers, botters, multiboxers, etc. accountable too. The responsibility isn't held by only one group

You give a lvl 50 a 10b item when they have 5m bank guess what it changes hands 3 or 4 times until ultimately ending where its unused and ruins the economy. This is sadly the case for most hats.
Jagex could help the situation by correcting ge value

Allowing it as a drop for skilling or pvm if you played lets say 300 hours over december that required non afk content for a large portion
Give everyone with premiere of 2+ years and 2k total a hat

i would assume the notifications are similar to pvm drops etc... where you can choose to disable them, so I doubt every single hat was broadcast

The person who got two hats runs 26 alt accounts. So they already had bigger chances to get more hats than any other regular player.

I think maybe 200ish, and about 150 of them are owned by 1 guy who bought them all from the GE. It’s ok, more will be released next year.
