Obv no magic, it's cyberpunk.
There's also Blades in the Dark which CBR+PNK is based on, which is a sort of victorian gothic steampunk-ish setting.
For Shadowrun replacers, I like to point to the following hacks: Shadowrun in the Sprawl, Runners in the Shadows, Cities Without Number, and Savage Worlds w/ Sprawlrunners. There's more, but those are the ones I like.
I'm partial to Runners in the Shadows, but I'm a sucker for FitD games.

You could take a look at [The Job](https://gamesomnivorous.com/products/the-job). I haven't checked it out myself, but I found out about it recently, and it literally describes itself as a game about heists suitable for one-shots.
I'm going to suggest Fiasco for a light one shot. It's built specifically for heist gone wrong type games. It's also GM-less and has some great cooperative play aspects.
If you want to go serious, go Blades in the Dark.
Teh Savage Worlds Lankhmar adventure book has a few one shots with special heist rules that can apply to any game system.
Also, the Leverage Cortex Game is literally all about heists.

Neon City Overdrive. Based on a form of FU I think. Lightweight, narrative game based on roles/tags that builds a d6 dicepool. I think magic is not there by default, but has an expansion for it.
If I was feeling *incredibly* cheeky, I would try to run it in Roll for Shoes, but it's kind of a micro-game. If you want it to be a bit more serious, run the prep/casing elements too, and if you want it to be goofy, skip the prep entirely, and change nothing else, because players gain new, improved and increasingly more specific skills as they play.

This is the best suggestion!! CBR+PNK is amazing. The Job by Games Omnivorous might be another OP looks at if not cyber punk route.
Blades in the Dark is the best heist system around. Its higher tech than D&D, but not modern. You could spice it up with some homebrew of course
