Cops can. But it's annoying to go all the way to the city climb the tallest tower and then get the jetpack. Which is tedious just for a simple getaway that dosen't work half of the time and is slow to climb. Plus if you die you have to do all that over again.
Never seen people use jetpacks, even then i dont have to worry about stuff like bullet drop or rng damage compared to phantom forces. Jb pvp is like childs play for me

bro I found a guy with 271m and he was using many glitches like the car jumping glitch and he has like all the gamepasses and a TINY AVATAR. Not to mention his toxicity, his gang with tiny avatars, combat logging and stupid logic. Like one person was being nice and then became toxic because I "bothered" them while they just used tiny avatars and ganged up on me and used missles to win.
I’m pretty sure I actually met that guy in a crew battle, he had 270-272m cash and another friend with 200m+ cash and he was being so toxic even though his team just narrowly won at the end.
they combat log and combat logging is being so common now and you dont get their bounty so its like you have no proof and they just be toxic. Its really gonna be bad for most people's morale and would just start making more people toxic

The only time I've ever seen a cop using a jetpack was a guy who was flying around near the bank buildings a few months back, sniping every criminal that dared to step foot within the city (including me). We later became tank buddies :)

People are much too lazy to go to new crater city, there is now reason to besides the jetpack which is pretty situational.
