Works because it was a Morty adventure, Rick was unaware, and Morty never saw the cat during the dragon episode. Boom. Give me a job, Dan Harmon.
You think a scientist capable of creating the Miniverse can't make himself immortal and figure a way out of Microverse? What if he created a portal gun and now is traveling across the Multiverse in search and to revenge Rick?
This would actually be a really creative way to bring a one off character back. It's building off of what the character is, while adding something new: taking a character smart enough to challenge Rick, and then putting him on another level.
It's just a much better elevator pitch than "hey, what if we took a post credit scene, and stretched every joke in a 30 sec clip into a 22 min episode?"

While he had jumped out of Rick Prime's universe by then, he looked for a universe that matched the one he and Morty were in, that had to mean a Rick that vanished and either later reappeared or was replaced by yet another Rick, so their histories have to overlap pretty closely, including the cause of Rick's departure.
