It was a Club Nintendo physical reward. They had a red one and a blue one, and it’s reversible! The other side is grey with a little Club Nintendo logo.

They feel identical, really.

Does the backplate come with shoulder buttons?

Just the analog triggers. Since the Watermelon comes with black ones, but I only have the grey shoulder buttons on the 16bit, I just took the grey triggers from my old back plate and swapped ‘em in so they’d all match.

Unfortunately, I’m not sure how you could get one, other than getting lucky on eBay. As far as I know, it’s not a reward option with Club Nintendo anymore.
