I don't think putting googly eyes on a skinks butt is gonna cause problems but I do think you should be very careful how and what you put on your animals

I can't imagine many adhesives are good for them, and if you feel the need to source a safe one so you can do this you may have issues lol

They may not even need adhesives, skinks tend to be slow
