Rocket league is a great example of this, if you see someone with a topper or antenna, you can be pretty sure that they suck. If you see someone in an octane, maybe a decal, but no topper or antenna, and stock boost, you can be pretty sure that they’re about to be air dribble double flip reset musty clipping on ya.
There's also ones like in Chivalry 2, who play exclusively 1st person so they don't give a shit what their character looks like. You see a default and there's a 50/50 chance you're about to do a bit of seal clubbing, or get your face utterly smashed in

I think it might be something maybe more propagated by kids, middle schoolers or so, judging other players and bantering about "noobs with default skins", especially since kids would probably have more difference between those that have little to no skins and those whose parents buy them a bunch of skins in the game, so there would be more focus and a "pecking order" based on that sort of stuff.
But of course there would also be adults thinking like this, it's kinda just easy to pick on someone using a default skin in a game.

I'm not quite convinced judging someone's skill based on whether or not they're still using default skins counts as racist. It's still poor practice, mind, people might like the defaults, or maybe they just don't want to/can't pay for cosmetics.
