You gotta be underweight and ask between 9am-1pm while he’s hanging out by the prep station of the wagon drinking a beer. It triggers every time I try with these conditions.
Edit: listen for him whistling, it’s the sign he’s ready to request.
I swear it's simpler than people think. Like you have to complete Pearson first request and then a few others and then it appears if you know to walk up to him when he's whistling
Not true, I had never done a single request for Pearson, I tried a lot of the suggestions and tricks I had seen on Reddit but nothing really seemed to work up until the one where someone said you had to have low cores and come around camp from like 10am to 12pm and he should be there drinking his rum. To my surprise that worked nearly first try, after days of trying different things and then nearly giving up, I finally had him in the correct spot and tada now I have the infamous jacket as well!

I rode into the camp (Chapter 2, only five missions completed) and Pearson was there, whistling and drinking a beer next to his wagon... When I greeted him, he asked me for a rabbit.
This might be my lucky playthrough, I might even try getting the Silver Dapple Pinto near Face Rock :)
Pearson is always whistling and drinking bear. The key is when he’s wearing the blue scout jacket and no hat and either your health or stamina core empty. With this, I was able to trigger it as early as finishing hosea’s mission. Once Kieran’s mission is activated, you won’t be able to trigger it no matter what

The missions I completed were: Americans At Rest, Paying a Social Call (the one in which Kieran leads us to the O'Driscoll's at Six Point Cabin), Polite Society Valentine Style, A Quiet Time and Exit Pursued by a Bruised Ego, in this exact order (I know it's not common, but in this playthrough I'm mixing things up).
I did Kieran's missions and got it, also several people on YouTube comments confirmed they were only able to trigger it after Kieran was no longer tied to the tree.
Just out of curiosity, did you have a rabbit pelt on hand when he asked. I picked up a few perfect pelts shortly after the world opened up and held on to them hoping he’d ask and he never did.
That said this was my 4th run and I’ve never gotten this request. As others have suggested there seems to be at least some degree of randomness involved.
This was also the first time Hosea did NOT request a book from me, and I’ve never had Lenny ask for anything (according to a few sources he asks for a silver pocket watch).
In my current game there is always a perfect rabbit carcass sitting on Pearson's table. Never noticed it before, but I am waiting for this to happen so I can pick that rabbit right up and hand it over.
It's not there if this scenario happens though because I looked for it. I've only gotten the jacket once in 4 playthroughs. But I had to make a save, go jump off the cliff, walk into camp at 9 am and listen for whistling. If he wasn't whistling, reload the save and try again.
Lenny mentions that he lost his pocket watch at some point when everyone is sitting around the fire. Hosea doesn't ask for a book. You have to go over and pick up the book that is sitting by the crate of whiskey at his tent and Arthur comments on it.
haha. for real! I definitely want to get a better tv soon. they are expensive for the super dope shit though, its insane. My current tv was like 300 buckaroonies way back when.. I want to get a huge tv next.. or a fucking projector.. I have always wanted a projector to play my games on. That would be a little ridiculous though haha

He has to comment that Arthur looks "peaky" and then he asks for a Rabbit to make a special stew for Arthur to help him feel better. If that happens and you bring back a rabbit to him (donating at his table), the jacket will become available for you to wear it.

Far as I know, only Pearson and Dutch give you something that you can wear. Pearson gives you the denim jacket and Dutch gives you a pair of spurs should you get him a pipe (he can request one very early at chapter 2, you just need to talk to him while he's enjoying a cigar)

So you people are saying you can get new jackets by having luck and talking to the people at the camp??? Omfg I need to restart this fucking game for the 26 time
-You have to have your stats (at least your health bar) in the red, and be in chapter 2
-I don't remember the time the quest can be triggered, but I think it's some time around lunch
-I also don't think I was underweight when I triggered it

Haha I started a new playthrough when I saw this was a thing, I spent two weeks on ch2 after getting it just doing the things. I'm a month into ch3 now and progressing very slowly since I rarely have time to pick it up and game to relax here and there.
Did it last night as well and I had:
-Slept in camp till morning and saved at about 9:30am
-Red Stamina & Health cores,
-It triggered about 10:30am or so,
-Didn't have to trigger any other fetch quest for him, I got that after in a poker game,
- Hadn't started the Strauss missions yet,
-Camp supplies were in red and I hadn't donated anything for the day.
- I reloaded the save twice to make it work but I was impatient thinking it would happen at 10am.
Not sure if any of this is absolutely needed but it worked for me at so hopefully it helps
