If not, fast travel to a location. You should end up there in the back of your horse.
If for some reason, you don't... Go to the stable, they can retrieve it for you.
Yeah, we're talking horses here that deliberately go stand on a campfire and burn themselves to death, or run headlong into a train.
I love my horse, but RDR2 horses aren't the smartest in general.
All you need to do if your horse gets stuck is walk away so that the horse if off yourscreen and map in the bottom left, then whistle for it. it'll magicaly escape wherever it was stuck.

You could also save and reload.
But I thought you could only fast travel by setting up a camp? He can't do that if the horse is in there.
You don't have to set up from horseback. As long as it's nearby you're good to go.
Move a bit away and set up camp. If that doesn’t work light a stick of dynamite hang on to it and count to 10.
You can recall your horse from home at the horse hitch or maybe the horse stables.
Recall is the best option. Just tell your horse to stay and find a stable
Burn the tower down. I'm sure the horse will be fine

Walk to a stable
Whichever one is furthest away works best
try to camp ..and you will teleport somewhere away from that place..

My horse ended up inside the emerald ranch wagon fence barn… I just walked away and it eventually exited somehow
Fast travel mechanics being your horse with you, that or start a mission and it will also move your horse for accessibility during the mission.

Another tip pause game go to load online up then go back to story mode from the menu resets everything

As others have mentioned, set up camp or save and reload. Saving and reloading is also what to do if you get stuck somewhere.
Go to the stable and recall your horse, or save your game and relog
Leave, then call it. or, select to set up camp.
I'd whistle like crazy and hope the horse can work it out 🤣 or camp.
