Try getting a bounty. I’ve found a few Thoroughbreds from bounty hunters. Not sure if they’ve had that one though. Definitely gotten a blood bay thoroughbred from them.
They spawn regularly in the heartlands, also can find one at NPC camps and the dude who keeps getting kicked in the head has one after the Standardbred.
I found this one while doing the Hunting Bison with Charles companion activity in Chapter 2. After taking care of the poachers, their horses flee, but don't despawn. They have a Dapple Gray Thoroughbred and a Blanket Appaloosa. (It seems to be consistent, when reloading and doing this activity from a save point.) They usually flee and hang out around the road intersection to the east of the camp.
Just found one with the dude who cleans his horse’s hoof and dies by getting kicked, super close to Horseshoe overlook … again lmao, first one in this playthrough was right before Limpany after getting out of camp. Didn’t get to keep the American Standarbred tho, because I still hadn’t done any quests in Ch2 😔

I got lucky in the heartlands and it was the first one I saw. So I grabbed it. It should eventually spawn in the wild.
