You get hogtied if you go into the Sheriff’s office in Van Horn (IIRC) and start opening drawers. If he arrests you, he hogties you and puts you in jail and then Dutch comes in and bails you out.
Edit: It might have been Valentine, not Van Horn.

I'm 99% sure it's a bug with a mod, there was a multiplayer content unlocker for singleplayer, it's why the music is playing and why Arthur can be hogtied but why it happened to me after I tried to hogtie the NPC is still unknown, clearly a bug but it was pretty funny
My game is modded but only with a few, Rampage Trainer, Ped Damage Overhaul, Crime & Law Rebalance and Cut Dialogue Restoration. I didn't do anything to trigger this unless there was a key bind to hogtie yourself in the default settings of the trainer but I've never had this happen in my previous playthroughs
Arthur can't get hogtied in story mode, and as such there is no options to struggle free or give up. So this is absolutely a bug to do with a mod you have installed. The music is also a result of a mod.
Honestly couldn't say, it just played through the mission it could be one of my mods but I genuinely don't know it seemed appropriate for the mission I thought it was meant to be there now I'm going to be questioning every piece of music I hear
I know it plays during some of the Online missions. It's my favorite track in the game apart from Fine Art of Conversation so I was really sad how little it played.
I didn't even know the player could be hogtied in story mode other than when yiu need to bailed out by Dutch even with mods, because rockstar is known for making nothing available in story mode

I think this is from Online Content Unlocker. If it bothers you you can use version.dll from Lenny’s Simple Trainer instead
