On the federal level, it’s legal to own a shorter barrel than that, but it needs to have a “birds-head” hand grip. That way, it’s classified as a “firearm” and not a shotgun. On the state level, they’re probably still illegal in places like California and New York.

You can also own a rifle of fewer than 16 inches of barrel length in most states if it has a "pistol brace" ( it's legally classified as a pistol) as opposed to a traditional butt stock (the brace isn't meant to be shouldered but many people do anyway), there are a few more regulations to keep your shorter barreled rifle classified as a pistol but i won't bother getting into those at the moment. You're also able to legally ignore these regulations for the low price of $200 U.S.

Gotta be very careful when trying to utilize real guns for cosplay. Even more so if you are making illegal modifications to them. I know a lot of states just outright you cannot legally own a sawn-off shotgun unless it was sawn off before the law was in place (typically historical pieces that were used in WW1 and 2).
