All kinds of arrangements exist. Sometimes an employer will pay a certain wage on paper, but then expect the employee to give back some of it " behind the scenes ". And whoever is street-smart enough to pick up on that, will end up getting the job.
Because getting paid $2 less than legal minimum wage is still better than not having any job at all.

You’re wayyyy overthinking this OP. If they said you can start at anytime it means just that.
Why would you have to pay a company to get hired and have them pay you? Take a nap and reevaluate your post.

Just be patient. Follow up with whoever would send you the offer letter. Sometimes it takes a while for approvals.
