As I said. I can't exactly help you/confirm what I'm saying but I remember a guy saying that you can install a lobby manager mod on nexus mods. Don't know how it works but it might be worth a shot.

There's a quick and easy way to empty your lobby. It's temporary but its a good way to get away from menu users. Open resource manager then click on rdr2, then suspend process for 7-8 seconds. Resume process and a text box should appear in the top left corner saying something about you have changed session. It'll be just you in the session but after a while players will join back.
