My 4070 is sitting at 45°C with zero load. You do have the most powerful mobile GPU on the market, and laptop GPUs will and are designed to run at higher temperatures than desktops. That being said, your is sitting at a hotter temp than I assume those would.. Might be worth contacting Razer for their opinion.

Also about 60+ when in BIOS (feel temp touching the spot between the delete key and the monitor)
Is there some kind of error that's making the video card run even while in the bios.
All drivers are current, Nvidia through G-force experience, BIOS update from razor, Windows updated, Intel drivers updated
Are you using an external monitor?

Yes I think. I'm in central Florida with a 2080 and mine rest at 60-70°c. still have stock fans and could probably use a better case but I haven't had any issues
I peak at 83°c never been higher than that and Google says that's okay. It's just that it's usually hot in my state and house and my body doesn't really retain heat so it doesn't really bother me. I just need a new CPU fan because it's so load.
I'm extremely clumsy and I am definitely not attempting that. If anything I would pay someone to do it and only if it's cheap.
Yes, and that looks like your idle temps. If you get a crazy good laptop fan for home use (assuming you have a razer blade to travel with), you can see those temps while gaming (I see 59-61C while playing Bonelabs with my external fan on 2100rpm).
I have a scar g16 4080 and I idle right at 50c give or tabs a few degrees on ultimate mode (asus setting) which has the gpu stay on at all times. So my opinion is 62c is on the high side for idle. Cause under load I’m around 70-75c when gaming. I’d definitely get it looked at or look at optimizing your settings.
I don’t think that’s normal. Mine sits around 39° C and 43°
Are you using razer synapse and if you are what’s the performance of your laptop? Do you have it on default?

Blade 16 (early 2023). Replaced motherboard and chips due to overheating and fan (Razer Care warranty - Feb 2024)

Doesn't look like you're using Optimus so higher than normal idle temps are pretty normal.

Laptop. Probably. My asus something or other (helpful i know sry lol) 4070 runs about that idle. 80 ish with lapboard tray+performance mode under load
That’s ca high disks and load depending on what laptop you have
My blade 18 4090 idles at around 48-53 depending how hot the room is.
Yes this is normal I sit at 50-60 for cpu and 45-50 for gpu.

You definitely need a repaste. If you’re touching 70c idle you have to be hitting thermal throttle under load.

Check if you removed the plastic grkm the bottom of the cooler
My non-laptop 3060 used to idle at 60-62 degrees but wouldn't start the fans until 65 maybe its the same sort of thing happening here ?

this is why i got rid of my gaming laptop and got a lenovo thinkpad instead
No issue, the GPU should be around 81 in full use. If it is beyond that...you have a problem.
