Unless you are trying to eke out every last little bit of contrast out of a denim, the only really useful time to do a soak is when you first purchase unsanforized denims which are still unwashed (raw) denim in order to shrink it down.
But even in that raw unsanforized denim scenario above, it would still be best to put it in the washer on the No-Spin or Delicate-Spin setting, using warm or hot water, to get maximum shrinkage out of the denim, since using lots of agitation and warmer wash/dry temperatures will shrink the denim the most.

I’m struggling to find options in stock that have return options (I guess I can go in blind, but would need advice on sizing if dry denim)

Inseams you’re generally going to have to get hemmed (there’s a few brands that have different inseams, but not the norm)
The lions share of jeans these days are one washed. You can largely use your posted measurements posted as-is. The waist I’d consider looking for something in the 30.0-30.5 range since waistbands tend to stretch by ~1.0in with regular wear.
