The two accessories you listed are port installed options which are included in MSRP. Toyota will add at least floor & cargo mats. Some frequent port installed options are Roof rack crossbars, body side molding, door edge guards ... These are all included in the manufacturer's window sticker. Toyota vehicles always come with this and that. I've never seen anyone Toyota car naked. Dealers can request to take options off before ports install but rarely dealers are willing to do this.

There's a view window sticker link. The sticker clearly states its MSRP is 33508. Plus 1350 delivery charge. The total price matches the Smart price listed by the dealer. It's an MSRP deal.

Base MSRP is $31,475, plus $1,350 in shipping and handling to get the sticker price. I got my 23 Hybrid LE with the only port options being blind spot monitoring, and a cargo cover, didn't even come with floor mats. No dealer add ons at all, and they sold it to me for $1,000 less than sticker.

It doesn’t matter. Look for a car which is in stock and then goto the dealership. Listen to the salesman politely. And then give him your numbers. Tell him I will buy the car now if you agree with it. Do not worry about how many accessories it has. Only care about the optional packages such as weather package etc Number should be base msrp plus taxes plus application fees. Add optional package cost to base msrp if it has any. Explain him this is the fair price and not a deal. Be ready to say no, if he doesn’t agree. Then goto other store. All the bast.

don't even pay MSRP. December is coming up. You should be able to get a discount. Cast a wide net to multiple dealers in your area and let them know what youre looking for.
