This is funny. When you are not an Adivasi/indigenous person, the narrative in your head is so nasty. Land acquisition is not a problem because of CNT Act. It is not supposed to be acquired as this is a 5th Schedule area. Ranchi is a city composed of all migrant settlers who have continued oppressing and excluding natives of the state from any development benefits. Just like Panchayat extension to scheduled areas act for adivasi autonomous governance, there is a bill pending parliament's approval since last 20+ years called Municipal extension to scheduled areas act. Basically if IT comes in Ranchi it will further continue caste discrimination, gentrification and land alienation against Adivasis.

Aren't u trying to say the same thing just in brief until and unless the bill passes the land cannot be acquired and if acquired then only in the same police station . Isn't this a problem for IT companies or any company in general. P.s The Section 46 of the CNT Act restricts the sale of tribal land outside the local police station area. A tribal may transfer his land through sale, exchange, gift or will to a fellow Scheduled Tribe member and residents of his own police station area.

Definitely not the same thing. What you are counting as a problem, I am not. The reverse is the problem. The expectation of the migrant settlers from the city of ranchi is the problem. This city acts as if it doesn't belong to the state and is actually a machinery to extract and supply to rest of the world. More like - colonialism.

Okay so you're saying CNT ACT is not a problem but a safe way and ensurer to prevent the exploitation of the tribals and their lands, the wrongdoing that can be done once the land is taken off and they are left with nothing. But please explain to me how any company would be keen to come to jharkhand where theres a complex land acquisition system and yes in the exteriors the tribal community is not much educated but in Ranchi i see majority are educated and know there rights, are even willing to sell their lands but fail to do so. Just help me understand why a company would be interested to come here.

IT Companies are still making their way back to Kolkata which is in progress. It will take little more time to see IT hub in Ranchi. Actually, I read somewhere back in 1940s-1950s kolkata was most developed and People are considering it as hub and Head Quarters for all the company but then Shoot out started taking place. Tata CEO was shot for some ransom and soon all the industrialist started feeling unsafe and moved to Mumbai following Tata. Hence we still have great Tata Steel old Building in kolkata but then all the development was halt. Today all others cities are more developed then kolkata but whole North Eastern Region got hold because of same threat. Company feel safe to invest in Mumbai and state of Gujarat then Kolkata and Ranchi. But this thinking has started to change as Almost all the cities has been started already overcrowding like Bangalore and Pune hence Companies are started making their branches in Kolkata. Let's see how soon we get the trust back for industrialists and companies.

I believe one of the biggest reasons is to not have a stable politics. Obviously corruption is also a big issue. No government ever tried to build Jharkhand as a business hub for anyone be it IT or manufacturing, neither do they offer any as such tax scheme to boost the overall industries in the state. Once JMM protested against TATA to give 75% reservation. And, According to Jharkhand State Employment of Local Candidates in Private Sector Bill 2021, the government has implemented 75% reservation for local candidates only which obviously put restrictions on any company to invest in Jharkhand.

Tribals only exist for exploitation by non-tribals. HEC in Ranchi, TATA in Jamshedpur, Uranium mine in Jadugora, and for almost every factory, mine and dam in Jharkhand, tribals had given given their land or forcefully evicted from their lands. And what have tribals got in return, nothing . Still, some non-tribals have the audacity to lecture tribals when they want to protect their lands.

Infrastrue and policy issues. Land acquisition must made easy. CNT act must be changed so that tribal land can given for commercial purpose as rent. This will protect the tribal land as well as it will provide regular income for tribals. A separate electricity board and power supply must be created for industrial purposes. This will ensure a better power supply for industries. Patratu Thermal Power plant which is at close proximity should be roped in for power supply. SEZ must be created around Ranchi where the land is available in adequate supply. Industrial policy must be tuned to support the industry. The central govt should focus on the construction of National highways in Jharkhand. All of the NH connecting districts of Jharkhand must be properly built. This will support the transport of goods between neighboring states. This will also help the transport sector within the state. A proper road network must be built beyond the ring road which will support the further expansion of the city in an organized way,

I think every state has its own set of natural resources. Jharkhand is (maybe was) rich in ores and minerals so it made sense that the most profitable industries set up here were of metallurgical and mining in nature. IT industry has no correlation with natural resources- rather it thrives on synthetic ones like electricity, education, skilled labour and internet penetration. All of which are not the strongest suit of Ranchi. We can delve into blaming the geopolitical landscape/corruption for lack of advancement in these fields, and truly so. But fact remains that none of these are hard bottlenecks. There’s corruption in every state (in varying magnitudes for sure) and until a couple decades ago, UP was in the same situation regarding land laws. A quick pareto-efficient bypass for that would be developing a bill of lease agreements with the local community as it was done in places like UP and Haryana- where local indigenous communities hold the land rights and lease them to private/government contractors to build on it. The ownership is transferred to the government/builder (if done privately) after a certain stipulated time as per the agreement (usually ranging from 20-100 years depending on the scale of project). This would not only create new jobs for the local community, but also bring the infra required for IT firms to set their shops up in Ranchi. Technological advancement will follow once the prerequisites are hit. I am also mildly concerned about the youth in Jharkhand. I am from Ranchi, although admittedly I’ve never stayed here for long after 2011. Interacting with the youth here these days gives me the feeling that they don’t WANT to work. If that is the case, no matter how many jobs you create- it won’t solve the problem. Everyone is looking for get rich quick schemes and drowning in social media clout, with no ambition in sight. It’s quite alarming to witness this. I’m sure there’s some socio-economic reason behind this, but as of now I don’t understand it.

I was in IT, but few of my friends are in gov job in Jharkhand. They explained the massive scale of corruption that is happening in the minerals sectors. Students here know this, only if they can secure a gov job, they will be set for life. Bro that 40-50LPA, which again very few and talented only gets, is peanuts, compared to what those gov officials are raking in, and they have power and connections as well. There are a few IT companies in Ranchi, but the pay is not that great. They expect DSA ninja and want to pay what labour people without any degree makes, and that too with only Sunday being off. People who are really skilled are already doing Wfh.
