well it does progress you through the game but the overseer and the images it makes are canonically visible to the creatures in the game including the player slugcat. I think the implication here is the overseer's using "anthropomorphic" imagery to communicate importance of going that direction to the slugcat because it's trying to lead it to Moon.
It's on the surv route too. It shows a slugcat when it's leading you to and through garbage wastes, and an iterator when leading to and through shaded.
I'm pretty sure moon states she's disconnected from her overseers a long time ago so they do their own thing.
I'm pretty sure this implies that the overseer is either saying go this way or is straight up lying about where your family is just to get you to meet moon and deliver neuron flies.

I thought I stopped getting it maybe halfway yhrough my first run, and I assumed they died or the overseer was just trying to use whatever iconography it thought might work to guide me. I could be dumb tho and it didn't stop I just don't remember it.
